The Health & Safety Manager must be registered at Advanced level on the National Fire Risk Assessors Register (NFRAR) and be able to demonstrate designated competence to review, challenge and assure externally commissioned Fire Risk Assessments for complex residential premises. The post holder must be able to critically assess the suitability, sufficiency and proportionality of Fire Risk Assessments in accordance with the Regulatory Reform (Fire Safety) Order 2005, the Fire Safety Act 2021, and relevant provisions of the Building Safety Act 2022, and with reference to PAS 79‑1:2020, BS 9992:2025 and the principles of BS 8674:2025. The role requires the ability to identify weaknesses, challenge assumptions and conclusions, and assess the adequacy of evacuation strategies and fire safety management controls. In line with BS 8674:2025, the post holder must also recognise the limits of their own competence and ensure that appropriate specialist advice is obtained where matters fall outside general fire risk assessment expertise.
